At the time I retired in 2013 Raytheon’s contract for the Global Positioning System Next Generation Operational Control System (OCX) was already having problems if I remember correctly. Now in 2024 they are receiving a $196.7 million contract extension bringing the contract total to $4.5 billion.
OCX is a really needed system. Make it happen Raytheon.
Of course with changing requirements, immature or just plain new technologies, and impacts caused by the many other contractors the seemingly constantly increasing cost of these very large scale system always happens.
